Pithi A-type Small Shield Boosters, where from?

The list here gives no 3/10 complex for Guristas, yet there are Pithi A-type small shield boosters by the bucketload on contracts. Where are people getting them? Is there some specific mission, or complex, or something?

Or Watch. I found Watch to be much preferred actually as you can blitz the initial site and the final part of the escalation in low sec (pop destroyer, loot wreck). The final part of Vigil requires you to hammer away at a station in low sec for quite some time.

Hopefully some day we will have a 3/10 as well and then their price will drop like whoa.
