Might as well use a sensor boosted shield tanked Vindicator. Better tracking and 1000+ railgun dps before counting drones. Vindicator is f*cking insane with 425's now.

I think it would make a good assist ship in missions. It has a stronger tank than a Raven and is cheaper than a Navy Scorpion. Instant damage means focused fire without waste from the second damage contributor. The skill requirements would not be bad, yet useful for ships like the Vindicator or Kronos. It also would let you skip training missile skills, focusing on gunnery (possibly just hybrids if the coming buff is successful).

That said, once you have enough isk for a better ship you should switch to something else.
