Mister Heth,

I hope that you receive this broadcast.

When you rose to power within the Caldari State, you made many changes and most were an improvement for the citizens of the Caldari State. I recall that during one of your earlier speeches, you stated that every citizen was accountable and rewarded for their actions. You also stated that there should be no exceptions. I hope that you will live up to these words instead of going down the current path you are on. Continuing the path would most likely result in becoming an outcast and public enemy to the Caldari State. It is also very likely that it will lead to your death. Your death would not do you any good. It will only strengthen those who wish to erase your legacy.

It is my hope that you will turn yourself in and submit to the legal system of the Caldari State. This would make you live up to the promises you made during your rise to power and make it harder to be wiped from the history books.

Should you wish so, I will guarantee that I will use all my powers and contacts available to see you treated well and that you will arrive safely in the Caldari State.



I realize that you may also decline and wish to continue the course you have set. If that is the case, I see myself forced to increase the odds of your arrest with the following statement:

Should Tibus Heth refuse to turn himself in to either CONCORD or the Caldari State, I will pay the sum of 1 billion ISK to the tip that will lead to his arrest.

For the person making this arrest and keeping Tibus Heth alive and treating him well, I will grant you a blueprint copy of a Succubus class frigate, the Phantasm class cruiser and the Nightmare class Battleship.

For the person making the arrest, or whoever hands him over alive and well to either CONCORD, the Caldari State or myself: I will grant you a complete set of currently available Navy Warships from either the Caldari Navy, Federation Navy, Imperial Navy or Republic Navy.

I would like to add that should mister Heth refuse, the rewards I mentioned earlier are also available to non-capsuleers. They will have the choice of either keeping the blueprint copies and ships, or receive their market value.

Should you fear reprisal, I will move you and any person you want to any location in high-security rated or low-security rated space. This will include the belongings you and they bring along. It will be free of charge.

Amusingly you offer Sansha ships as prices, not ships captured in battle but blueprints no less. Makes me wonder who you are and who you are truly loyal too.

Your attempt to start questioning my intents are entertaining at best, however I shall answer your questions.

I don't see how my loyalties are insulting, considering the fact that I offered my assistance during the Haatomo siege and the prevention of a serious capital force going rampant. This assistance has been accepted by the Strike Commander from the Caldari Navy even though I clearly stated that I am a CONCORD loyalist.

It is the wish that Tibus Heth is captured alive so he can stand trial. Many want to see him dead. So to increase the odds of his live capture, a good reward has to be offered. The ships and blueprints are freely available on the market. I have gotten those blueprints to research ways to stop the current Sansha Incursions from happening. This research is called project tranquility and can be found on this summit. The fact that I am offering those blueprints only goes to show that I want to help in having Tibus Heth turned over to the Caldari State. I will get a new set to stay true to my promise and keep the research project going.

As to who I am and who I am truly loyal too, look at my record. It clearly shows that the pirate factions and myself really aren't on speakable terms. Ultimately I am loyal to myself and my own humanity. Just because I am a capsuleer doesn't mean I have forgotten my time before this privileged position and the struggles it contains. As such I believe that CONCORD is whom I wish to support and I believe in CONCORD. Therefore I am a CONCORD loyalist.


Back to the matters at hand and my initial broadcast. Should I receive no word from mister Heth within the next 11 days, I will assume that he refuses to turn himself in. After that, the rewards I have offered for his arrest are available for whomever lives up to the terms for claiming them.

Oh get over yourself.

A little bit of research would have told you that Ms. Gunner is found in close proximity to Nation "incursions" a fair amount of the time. It stands to reason that she'd probably come into contact with some blueprints.

Loyal to yourself is probably the right word. In it for the money eh? No real Matari would defend CONCORD. They are enablers of slavery. If you cared about your people you wouldn't support them willingly.
I have no love of the Sansha, I kill them when I can, but i'll be damned if I will ever grovel to CONCORD. Yet here you are doing their bidding. If you gave even the slightest about your people.
And then you get yourself a True Slave defending you, while you are trying to hand out their ships. Won't see me getting in those, better double check first, before you know you start talking funny.... Brrr Sansha freak me out even more then the Amarr..

Mister Asatru,

How do you think the Republic has been able to become what is is today? If it wasn't for CONCORD, the four Empires would have torn each other to pieces. CONCORD enabled to Empires to grow and develop for more then a century. It even made it possible for us capsuleers to become reality. So I believe some respect at least is in order.

I care for my people, but I walk a different path then you to look after them. You made your choices, I have made mine. I choose to live according to the law of CONCORD and respect the law of all the Empires. I offer my assistance when I can, and if it's not wanted I accept that and I do not intervene.



Mister Heth,

I truly hope you will see the logic in my earlier broadcast. As of now there are only 10 days left.

Have you ever considered that it is attitudes like the one you are clearly demonstrating that pushes Matari away from the Republic because they do not share your views?

I have seen it happen again and again and it shames me to see that only one view is accepted. This really makes me miss our beloved and late Ray of Matar more.

Heth-haan is Caldari Hero and Citizen of the State. Only CBT has authority over him at the moment.
You are even not part of the State. Should you threaten or attack our citizens, dirty jaijii, you will be dealt with like any other enemy of the State: with deadly force.

And if Tibus Heth hadn't tried to cover his own poor judgements that day by pressuring her into suicide, she'd have faced full inquiry for her illegal assault.

Sadly with Yanala dead and the traitor on the run, no one will face justice for the lives lost onboard the Brigadier General's vessel.

When your gut instincts tell you something is wrong, trust them. When your heart tells you something is right, ignore it, check with your brain first. Accept nothing, challenge everything.

As mister Marellus pointed out, an inquiry would be completed and the right measures would have been taken. However it is neither the first nor the last time that a ship is destroyed while following CONCORD and DED directives. It is unfortunate that it happens, but it does.

Force will be met with force. However I am not out to assault mister Heth. I wish to detain him and transport him back to and hand him over to Caldari officials. Would you even risk his death by attacking the ship transporting him back, should the arrest succeed?

That would be most questionable.

After tomorrow I will assume that you refuse to turn yourselve in. After tomorrow the rewards I offered will be claimable by everyone. Should you decide to turn yourselve in later on, I will still offer my full support into seeing you arrive safely into State custody.


To everyone in the Empires, your assistance in seeing mister Heth captured alive and well will be most welcome. Should you be sheltering mister Heth or know where he is hiding, come forward and I will do everything I can to see and your loved ones safe and looked after.
