Indeed it is, yet still prudent and in some ways necessary.

Due to the significant shift in stance and the effect it will have on capsuleer entities, we felt it was necessary to clearly state our intentions.

Clarifications is still a virtue some value these days. I think the Ishuk-Raata is doing their outmost to underline their point of view. People outside of the state, or even inside, may not be fully aware of the situation at hand. And it would be naive to think that all Caldari-affiliated corporations or alliances actually share the same view as the CEP.

I like where this is going.

That is not precisely true. The Caldari Navy, to their chagrin, was used as a template for the State Protectorate, to the point that they use Caldari Navy Dog Togs, training manuals, tactics, doctrines and very similar equipment. StaPro was created by Heth using money and material that had been previously ear makred (read stolen) for the Caldari Navy, and it's non-capsuleer personnel were recruited primarily from the ranks of the CPD and typically promoted based on loyalty to Heth.

My personal experience has been that the Officers of the Caldari Navy view StaPro staff as being the sort who blame their failure to make it into the Navy proper on the 'inherit nepotism' of our true guardians and not because they don't know which end of the tactics manual is supposed to point up. When the CEMWPA was first announced, the Legion saw a recruitment surge as many Caldari Naval officers left out of resentment for the State Protectorate usurping the Navy's role and funding. A simple transfer of personnel and material from the Navy to an offshoot unit wouldn't have caused that sort of resentment among Caldari Navy personnel.

Presumably, and happily, the current political restructuring will extend to staff of the State Protectorate with the CEP's usual efficiency.

Heth was injured during the storming of the station by Caldari Navy and corporate security forces, as blood matching his DNA has been found at the docking ring, but is assumed to be alive and hiding in Black Rise.

Tell him to hide well, those systems are full of State Protectorate pilots, many of which would enjoy a chance to finish the job.

Much obliged, Lady Katrina. And is capturing Heth the preferred method or is this left to the I-RED capsuleer's discretion? Then again, accidents do happen even with the most reliable weapon systems..

TomHorn, those charges are easily verifiable, so it is hardly 'propaganda'.

On a more generic note, I sincerely hope that Heth is brought to justice swiftly. Such can only raise the potential for peace between State and Federate interests in the future.
