Those peaks probably are the goons campaign in gallente and the massive speculation after the POCO devblog

I am awaiting the next DEVblog about those POCO, if they not going to limit low sec planets acces then i forsee price fall back to the earlier lvls,
just my thoughts

Currently, as I understand it, if I buy and anchor a large POS, but only utilize a fraction of its CPU and Powergrid, then the fuel useage is equal to how much CPU or PG I use, which ever is higher. In this way it's easy to buy the biggest control tower and then start with a small-scale operation, without high fuel cost.

That will be gone if fuel usage becomes constant. Utilizing only a small fraction of CPU and PG means you're uneconomical in terms of fuel cost, so in order to make a good profit (probably in order to make any profit at all since the market is so competetive) one absolutely most use a POS of the right size and not one too large. Which also means that when one's operation scales up, one must take down the entire POS and set up a bigger one and set up all the POS modules anew.

To avoid this, a Medium tower should have a switch so that it can run in Small mode, giving only the CPU and PG of a Small tower but also only consuming fuel at the Small's rate, and likewise Large towers should be switchable to run in Medium or Small mode. That way, one can scale up one's operation easily and seamlessly. (The problem here is shield HP and similar, but I imagine that can be solved by giving a tower running in Small mode only the shield HP of a Small, and so forth. Once you switch up to a larger functioning, max HP changes instantly, and actual HP begins recharging as per the normal mecahnics.)

Actually it is only ever Liquid Ozone and Heavy Water consumption that is dependent on useage - all other fuels are consumed at the same rate whether the tower has no other modules or no spare grid/cpu. What you have suggested would give a massive boost to people wanting to save isk - as an example: deploy large tower caldari tower, put up 3 labs, set on small mode. Get wardecced, switch to large, turn on a load of defences. Cost savings over time could be massive.

the raise ist just the goon campaign and poco speculations. its 100% the same chart as PI mats, they are from 0/+200% than 30% and waiting for news.

but i still think that the winter expansion will raise fuel prices allot, maybe only for 2-3 month

POCO changes will cause price spike until everything is setup again and the stock in the market can refill, will maybe be more expensive ~20% but then maybe more players will do it so it may fall again.

Heavy Water
+400% in 1 day is a joke, some few ppl will make big money but allot more will loose big bucks when the bubble pops.
The price will fall to where it came from, there is no reason beside speculation to raise.
Maybe beginning of the Winter expansion "first mat stocks to start pellet production" little spike

Liquid Ozone
used for jumpbridges, cynos, posses AND 70% posses dont use much atm (cpu/grid) but 100% will use it after winter expansion.
And allso beginning of the Winter expansion "first mat stocks to start pellet production" will give another spike.

i guess 25%-50% increase costs overall - but the endconsumer will pay it in longterm, so who cares.

There's also a lot more ISK floating around then there was 2 years ago (or even since PI was introduced back in Jun/Jul 2010).
