The CEP have been the ruling body in the state for almost 2 centuries, Heth had power for less than five years, in that time he incited civil war and almost brought one of the biggest Megacorporations into insolvency.

For almost two centuries, while CEP was ruling body, our home planet was in bloody hands of gallentean swines.
The same year Heth-haan became Executor, our planet was ours once again, and dignity of our nation was restored!

Yes, it absolutely is ridiculous when a Gallentean understands more about the State than a State citizen. Something being ridiculous doesn't make it impossible, however, and ridiculous things have been occuring with alarming frequency of late.
