I havnt seen a single tag bearing rat in low sec yet. Yet I've kill 2 officers in null. :) bit funny

It sounds like the lower level ones are a lot more abundant. When I rat all the belts in my 0.3 home system in one go, I expect at least 1 tag to drop. Our neighbours (living in a 0.2 system) find way less, but they are of a higher grade and thus more expensive.
