The vast majority of Dread Pirate Goons who are continuing to rack up bounty prizes from the Goonswarm Shrugged project do so on characters that are -10.0, and this does not impede them at all. Being at security status -5.0 or lower does not cause you to instantly explode, nor does it summon CONCORD to your location, nor is it an exploit for you to run through High-Security space while -5.0 or lower, waving your spacedick at all and sundry (so long as you're polite about it). What being -5.0 or below entails is the constant summoning of the faction police, in the form of Caldari Navy, Gallente Navy, or something like that. These ships are not the indestructible CONCORD battleships which instantly kill you; instead, they are things like Megathron Federate Issue and the like—powerful ships, compared to other NPC ships, but with DPS and EHP numbers that scale entirely with "real" ships and which can be killed or tanked as any other NPC may be. These ships will attempt to stasis webify your ship, several seconds before they bother trying to warp scramble it; so, it is actually pretty easy to get away from them. They will pursue you within a single system, and if they do catch you it is entirely possible for you and a group of buddies to spider-tank and destroy a wave of them before moving on to whatever you were trying to do.

CONCORD is only summoned when an individual commits a criminal act, like shooting a neutral player.

It's not so much that being -10.0 makes it impossible to do stuff in high-security space; rather, it makes doing things in high-security space somewhat more challenging and makes it require more coordination than the average player is likely to enjoy arranging. With regards to goons, most of us are completely fine with you showing up and ratting in Deklein since we are presently off doing things in either High-security space (ganking ice miners) or Deklein (uh, I'm not sure why). Most importantly you should be aware that making statements such as the one I quoted makes it sound like you are not the Elite PVP Puppetmasters that we all know you are, but that instead you are allowing Goonswarm Federation to effectively ~control your game~ and the way you play it. Shape up, little space soldier!
