I don't know about getting data dumps from a particular server, but the latest official data dumps can be found here.

Your going to need some SQL database management software like mySQL or something a long those lines. SQL Server 2012 Express Edition is the software of choice for reading .bak dump files.

Those data dumps are the 'official' data dumps that come out after each proper patch.

These guys are talking about data dumps derived from the data files that the game actually uses.

I was replying to the post above me.

There are two kinds of data dumps.

1) The official data dumps that are published by CCP after a release of Eve. As the poster above says, they are found here: http://community.eveonline.com/community/fansites/toolkit/

2) Data dumps that are constructed from the data files that are part of the client. These were originally created by users that were frustrated with CCPs slowness to come up with speedy updates to the official data dumps (see 1). So they learnt how to reverse engineer the data files into a database of the same format as 1).

As Sarmatiko said already, it is trivially easy to get the data files. You just point the updater at the right server and it downloads them.
