So today I started using Smartbombs in PVE and was somewhat confused as I started getting the one minuet PVP timer.
Note this ISN'T the PVE timer, it's the "you shot a player and now you can't dock" timer.

Quote:
Weapons Timer

Also known as Weapons Flag, this flag becomes active when you activate any offensive module (weapons, stasis webifier etc) upon another player or NPC entity, including non-targeted modules such as Smartbombs. Regardless of the Security status of the solar system, having an active Weapons flag will prevent you from docking in any station, jumping through a stargate, ejecting from or boarding another ship while in space, and storing a ship in a corporation or fleet hangar. This flag lasts for 60 seconds, starting from the moment you open fire, and will renew each time you take further offensive action – meaning that you will have to wait a full 60 seconds after the last offensive action before being able to dock, jump etc (even if you lose your ship)
.

Now if this the above is read correctly this timer should come on whenever you aggress and NPC in any way, guns, missiles, drones etc.
However smartbombs are the only offensive module which flags under the Weapons Flag. So why are they different to all other weapons?

If you are flying missions you may be hitting something that isnt on your overview causing this flag

best bet is to stop Smart Bombing someone will find you see this and assplode your pve boat

Happens even if you're in a safespot hitting nothing, as soon as a smartbomb is used you get a weapons timer.

This.

Under the new Crimewatch, smartbombs are an automatic weapons flag, whether they hit anything or hit nothing at all. My guess is that the code underneath all this is too hairy to let them actually detect whether an AOE weapon hits anything, and whether that thing is hostile or not. To be fair, it could quickly involve a LOT of server-choking, lag-inducing checks in a fight with 1,000 ships in close proximity. So to avoid all that, Crimewatch just toggles the PvP flag on when you click the smartbomb button, regardless of any actual damage done.

This is why smartbombs cannot be fired until you set your safety to RED. They WILL flag you with the PvP (no-dock) timer regardless of any actual damage done, same as if you had scrammed or shot an actual player or friendly NPC.

Also, even if you think nobody is around, just resist the urge to ever use them in Empire space. Yeah, they work wonders on packs of those annoying as hell Elite Frigates. But sooner or later some crafty ninja is going to run across you smartbombing and half-AFK. Then all they have to do is cloak, get within 7k of you, and wait for the Concordokken hilarity to ensue.

EvE is supposed to suck.  Wait . . . what was the question?

Confirming this. WHs in highsec PvE is not a good idea. Large smartbombs are awesome for WH PvE though because not being able to dock doesn't matter and they're really useful for sleeper frigates.

And to the OP: By now, you have probably some ninjas locating your char. Stop using smartbombs in PvE. Its suicide.

Why? Someone hast just to sneak up on you in a cloaked ship. As soon as you hit that with the Smarty, Concord does the job.

Ninja's can come and locate me all they like, they're not going to get me GCC ;)

Edit: Less of a vague answer, I live in NullSec so I can't be killed by CONCORD.

The instant I find someone using smartbombs in PVE in highsec, I will 'batphone' the Belligerent Undesirables community, and gather six or seven alts in fresh jump clones.

Then we will fleet warp to you, and watch your security status go down faster than a (not going to post an NSFW comment here).
