i am trying to make a kr available to a certain corp/individual but keeps saying available to everyone, anyone else experience this problem? What?

By "specific" do you mean your own corp? As far as I know the scope of a KR can be assigned to your own corporation or alliance, not to a third party. Third parties will simply have to purchase a publicly available KR. You can however, wait with making it available untill your 3rd party is ready to act. You will then simply have to content with neuts piling in on your target too when the KR is activated.
