I don't entirely understand what you're saying. But if you're asking why there's a month wait. It's to limit the amount of spies and awox'ers that enter the alliance. Especially as the corp who recruits said awox'er is liable for the damage they do.

I am sorry to say that you will most likely never get accepted, or see that ISK again. This is a very common scam that Goons are known for.
For when you are starting to look for a new corp I would advice you to read this guide, and especially note the "What to avoid" section.
