Can Customs officers scan your ship while you are cloaked? I jumped through a gate and immediately hit cloak as soon as I warped, and then canceled warp when I realized I went to the wrong celestial. before I could warp again I got the "hand over contraband" and hit yes without thinking about it because every single time I had done so before I was only charged a fine and lost some standings, but this time I lost everything in my cargo. Why the hell can they scan you while you are cloaked and why did I lose my cargo this particular time?

Well they are NPC's, that's like ganking someone in highsec and then cloaking straight after and expecting CONCORD not to kill you.

I understand they are NPCs, but no, no I don't think it is like that at all. The point is why can any ship do anything to you while cloaked?

Because there is no smuggling in EvE. Han and Chewie were banned long ago.
