Been opening wormholes everywhere, including one that linked these two regions about 70 jumps apart. Before the unstable thing closes, which would be better for running exploration?

I would imagine data/relic sites are largely pirate faction neutral (all are about the same as far as loot goes). Cobalt edge is drone space, so dunno if those sites spawn there as readily?

Whichever is less populated is best

No the loot isn't distributed equaly across the pirate factions as far as the market value goes. Sansha is the best for relic sites because of intact armor plates. Angels is worst i think. Best t2 salvage over there are power circuits which you also find in all the other factions. Bpc drops are about equal tho as far as i can tell.
Before everybody is heading to Sansha space, population desity needs to be taken in account tho. I average about the same in Guristas space as in Sanshas because there are far less locals to dodge.

It's purely anecdotal, of course, but over the last few days I spent most of my time scanning down 10 systems in Cobalt Edge and saw maybe three other ships - total. Nevertheless, I found tons of combat sites but only two data sites in all that time.

I just had my first hours in Delve and found a relic site in the first three systems of exploration. However, there is clearly more traffic here, even in dead end systems...

Drone regions are terrible for exploration, if they haven't changed loot tables there

Not entirely true, Sansha T2 Salvage is worth a lot more than Gurista's. Faction BPC's will also vary in price depending on their usefulness, who cares about a Dread Gurista's Missile Battery?

@OP I would personally say Delve but I'm not 100% sure on what salvage a drone site would give you.

Go for the no people in system in null-sec mainly due to the fact there have been no sites run and also there is a reduced risk of loosing your ship. As long as you have a cloak you are usually ok.

That seems to fit my experience so far.

Not had any luck yet finding data sites in null...but will keep on trying.
