Serious Question: Why do we not see rapid heavy launchers?

Here is the simplified breakdown for missiles by general intended sizeclass:

Frigate
-Short: Rockets
-Long: Lights

Cruiser
-Short: HAMs
-Long: Heavies
-Frigate Longs: Rapid Lights

Battleship
-Short: Torps
-Long: Cruise
-Cruiser Longs: Rapid Heavies

Precedent:
If a cruiser really wants to sacrifice it's ability to engage larger targets, but really wants to use it's size to excel in anti-frigate combat, they can chose to fit Rapid Lights which, while sacrificing considerable overall damage output, allow for more selection, specialization, and nuance to ship fitting design. A rapid light Caracal is completely legitimate for hunting frigates.

Proposal:
So why do we not see Rapid Heavy Launchers? They would serve exactly the same concept, and would greatly benefit the utility and flexibility of battleships, which the sizeclass so desperately needs.

I've spent a few years considering this idea, but I've contemplated it enough and I can think of no real way in which this would be detrimental to the Eve universe, and would help to revive the battleships from the proverbial grave in the eyes of small gangs and solo PVP as well as some PVE encounters.

I suspect the overall damage potential and general application would be OTT.

I may be wrong, my thoughts are the application of the lower paper DPS might swing it.

Pretty much this:

If it was appropriately balanced, so rapid heavy missile launchers generally did somewhat more dps than heavy missile launches when used on a standard cruiser hull, yet did 50% less potential damage than say cruise missile launchers, then it would be alright.

Is there a desire for such a module? And is the desire worthy of CCP dev time for balancing, art work, and other resources (this would be a major project)?

I don't know, but I personally wish other areas of the game would get focused on first.
