low sec ratting frigate

not been playing for last 18 months and was wondering which ship I should be using for low sec (0.3-0.4) ratting and maybe PVP if the situation arises. before I left I was using a passive shield tank rifter but from what I have read so far this ship seems to have been hit hard by the nerfbat.
can fly caldari and amarr frigs aswell, T2 modules and faction ammo will probably be used but I would rather steer clear of faction ships due to expensive noobness.
any suggestions and or help will be much appreciated.

T1 frigs will take a long time killing BC rats, and may not break the tank of a BS rat at all.

I'd suggest either going to a Wolf or a Rupture for your purpose...

Try the Merlin with buffer tank and blasters.

I'd personally suggest looking at the T1 cruiser lines. After their buff they are all quite effective in their roles. Factor in the time for a max skilled frig to clear a belt/anom vs a mid skilled cruiser i'd go that route. Less time sitting still killing rats the safer you will be. The additional training time is really negligible compared with the overall efficiency.

Merlin, clearly. A MSE to tank all the things and 250dps with proper skills and void make short work of even CLONE soldier rats.

Enyo! 300 DPS against Serpantis/Guristas rats and an awesome tank for them too. Essentially an armour Blarpy.

I wear my goggles at night.

Any spelling/grammatical errors come complimentary with my typing on a phone

hookbill is a fun little ship for low sec ratting.
