Why are criminals able to dock in highsec?

It's a perfectly good answer. The OP asked a lore question and got a lore answer.

Mechanics-wise, they are being blocked from docking if they perform a criminal act (which is why his question is about lore — it can't be about mechanics, because if it were, it would be counter-factual), but only for a while because it would be bad gameplay to do it for much longer. However, since they're criminals, that time is more than enough to blow them up should you want to make sure that they regret their criminal ways.

High sec is because there's no significant impact on having -10, you just need to be aware of what you're doing, use alts and all the mechanics around criminal actions do not apply, that's why -10 means absolutely nothing else than a red skull over your toons head.
I can get the "awesomenes" of a -10 red skull too in a couple seconds with alt toons from friends in shuttles or ibis and light up smarties, it's all it takes to become a bad boy Roll


Playing with my toons in null, so I don't give a crap who's -10 or +10, not blue = kill it, and when blue if he plays web/scram games because he thinks it's funny kill it and pod it

If you see one thinking it's funny to bble the undock, kill it pod it

If you see one MWD's right to the Titan/MS and bump it because he thinks it's fun, kill it pod it

If you see one in fleet lightening smarties to hoar on km's, kill it pod it

When you see one in fleet/gang doing nothing but jewing on your team job, kill it pod it

These are consequences for actions players decide to apply or not but if they do the other guys can't just pick an alt and avoid the consequences, concord is a gimmick, a super clown with a death beam but just a clown.
