I think one day a year, CONCORD should be removed from JIta.

Also make the station eject everyone whos docked every 30 mins.

You know what would happen? Not much because high sec people would just take the day off. You would be running around looking for stuff to do, and would get bored because it would be like a wasteland in high sec.

Remove concord from incursion systems due to them being too busy with the sanshas to provide their normal services in those sectors.

They did this not long ago in the Luminaire system as part of an in-game event, everyone in system had the suspect flag set.
That's the closest you'll get to free for all pvp in high sec.
