Actually... Allow carriers and dreadnoughts into high-sec and then impose the following restrictions:
#1 Capital ship piloting license, one time cost of 10b isk.
#2 Capital ship operating fee, recurring 1 hour fee of 10m isk.
#3 5b fine and -50% standing penalty to the empire you're in for triggering your carrier's or dreadnought's jump drive while in a high security system.
#4 Due to issues concerning escalation of conflicts and the potential for system-damaging "glitches" CONCORD will not provide consequences against people engaging in unwarranted combat against carriers or dreadnaughts.

That way operating a capital ship like those in high-sec would be like a lot of things in EVE. Sure, you can do it, but the question really is should you, and the answer is all too often, "No."

carrier's and dread's dont belong in HI-sec at all.

they will be mis used.

second just wardec the corp and hit them with some attack battlecruisers they are relatively cheap and hit like a freight train. Pirate

load up a domi with garde II's, 3 amps, omni tracking links and set at range. 800 dps.


there has been an idea going around that involved hacking offline towers.
i LOVE the idea. one issue, when someone starts tampering with it, the owner corp receives a message. they have a timer to respond and over write the hack sequence, fuel it and bring it back online.

if they are a sleeping corp, we should be able to hack it, change ownership and unanchor everything or fuel it and bring it back online.

if you're going to abandon things in space, be prepared to loose it.

i kow corps that kick everyone out to raise their sec status. they dropped 5 poses in high sec, then everyone came back. they have only ever used 2 of them
3 remain untouched and collecting dust.

An anchored item isn't "abandoned".

Also, you should require a wardec to agress anyone, or their assets, in Highsec.... or else face concord justice.

Finally, hell no to caps in highsec.... they would significantly alter highsec PvP in a very negative manner, and how exactly do you stop slocat carriers without supercapitals? And why would you ever allow supercaps into highsec?

Unless we're talking an NCP Empire Navy Cap fleet that's just passing by in a system doing patrols or something then absolutely not. Far too many problems would arise from it.

how about allowing carrier and dreads into high sec (this would allow cynos also in high sec naturaly) but the stations would not allow capital ships to dock in them. ?
