I saw an ice miner go down in high today, 3 ships flew in and jumped him but it seemed concord only engaged one ship. The first to aggro is the only one to be dealt with? Or a glitch of luck?

The other two probably didn't shoot. They could have been the back-up plan in case the first ship didn't kill it.
