Since they are going to lock it for the alliances who are in the tournament, don't you think it will have to wait until all the participating alliances have been decided?

Once we have a list of alliances that are in the tournament we'll start contacting captains to get things going. If you expect that you'll have out of alliance characters you'll want in for your practices start getting a list of those character names together with exact spelling please, we'll be asking for them.

its probably asking way to much and prob too difficult but is there any way we can get either A: free SP for applying to Subsystem skills on duality (to retrain lvl 5) or B: stop T3's from losing skillpoints when they blow up. so we dont have to retrain constantly ?

Not to nitpick, but this makes it sound like any character part of one of the AT alliances will be allowed to log in on duality. This would still force everyone to create alt corps since anyone with a spy in that alliance could just look up the corp loss mails to get intel, no?

Obviously its more of an issue for an entity like us with absolutely no barriers of entry but every team would probably have the same worry.

Excellent idea, I'll modify the server build to remove the T3 sillpoint penalty for Duality unless anyone can convince me otherwise~

Thanks for the response. we'll go the alt corp route then. I assume every team will have to do that. Tinfoil hats for everyone!

Follow up question: will you be flagging the red side of RvB as well? We entered blue into the tournament but our team is mixed reds/blues.

For the smaller alliances it is helpful to practice with each other. Will we be able practice with other teams on Duality?

Yup, you just give them your password and they can enter your system and practice as much as you want. If you want them out you can then change the password. They'll be able to hang around in system without the correct password until they log off or leave (or until you pod them) though so beware.

There's no scheduled downtime on Duality, however you're also welcome to kill people there so clever bubble/decloak tricks are always an option. As is moving your tests next door and forcing them to move over another spy or lose access to your home.
