i wanted to use my second character i have on the same account for pvp but i had someone told me that if i use it for pvp my dps would be lower is that ture ???

Most likely what they meant is that it will have less SP, which means that if your main character is trained in gunnery and similar it will be less DPS.
But if you train your next character for PVP skills, and you bypass the skills your main has in these areas your alt will be better then your main when it comes to PVP and combat in general.

It is indeed a rather odd statement.

What is true is that you cannot train your main character and your second character at the same time, so it is hard to have two well-trained characters on the same account. Other than that, there is no restriction whatsoever on second characters.

And even that restriction got somewhat less true with the latest extension, as you can now train two characters on the same account if you are willing to spend an additional PLEX per month.

I wouldn't even say that, really. Generally a PvP alt is specialized in frigates and disposable roles, so that's, what, a few months even if you take every conceivable skill for it to V? I'd say a PvP alt with a month of sp dedicated to a focused race/weapon selection is more or less "fully trained" for most purposes.

(Well, three months assuming you don't go overboard and do silly crap like training advanced small guns or whatever kind to V just to prove me wrong.)
