FW and the Free Rider Problem

FW has this. People who benefit from the increased LP gains of a higher tier but don't donate any of the LP to keep the warzone at that tier.

This needs to be addressed in some manner. Some options:
- Automatically donate LP when it's earned. But how should Eve determine which system gets the LP ?
- Whenever a player earns LP, a counter goes up by a percentage of the LP they earned. Every point they donate reduces it by one (maybe to a minimum of 0). They can only spend LP when the counter is at or below 0.
- Change the tier system to work off something other than donated LP. For example, base the tier on how well the enemy militia is doing to encourage farmers to switch to the losing side.

Would be interesting to see FW Rank tied into the amount of LP received along side with Tiers.
