Says who? We currently hold more systems in the contested zones than the Federation. Over the course of the war, we have consistently held more systems than the Federation.

As you noted, the Caldari harden under pressure. It is, perhaps, precisely the fact that Heth has been acting in a drastic manner in response to situations which did not require it that has estranged him from the Caldari people. We hold much of Caldari Prime. The low-sec war poses little threat to Caldari populations, and we have held more systems for longer than the Federation has. Given this, why is Heth poisoning admirals, ranting about traitors, and generally terrorizing the nation?

And, second, how, given the success the Caldari Navy and Caldari capsuleers gave him, did he manage to **** it up? If Heth had toppled the Federation, made KK the most profitable corporation, and managed with an iron but meritocratic hand, you may trust that he would not be holed up in a station right now. The Caldari, unfortunately for Heth, do not love defective tools. And, in the State, all men are ultimately tools for the whole.
