I will assume this is for lowsec? I ask because you are intent on fitting a cloak.

I fly a Cheetah.

I haven't really had any issues with survival just using the basic cov ops cloak, between that and your fast align time and small sig radius most people won't even bother.

If you have the analyzer skills at 5, you can be within reason to use a T1 frigate, as others have suggested, to basically isk tank it.

But I prefer to use my T2 because of the higher virus bonus.

I recommend giving it a try, and finding out what works for you. That's really the best way to do things.
