What is "launcher.exe"?

There is a new application in the my SiSi folder called "launcher". Here are some basic stats on it:

Type of file: Application (.exe)
Description: EVE Online Launcher
Location: D:\Program Files (x86)\CCP\Singularity
Size: 457 KB (468,808 bytes)
Created: Friday, November 04, 2011, 9:36:21 AM

When I run the new application, I get a pretty fancy looking launcher screen. The kind of thing you see with most other MMO games.

The UI is pretty flashy and colorful, with some background images and such. It gives me the TQ server status, along with some handy button links to my Account Management, PLEX Purchase, and Buddy Invite pages.

It also has a download bar that starts downloading something as soon as this launcher tool opens. There's a settings menu allowing you to customize how the launcher tool downloads things, etc...

So anyways, what's the story on this thing CCP? Is there a devblog I missed about it? Are we going to be switching to this system of patching and launching soon?
