How is it logical, that a Shipscanner doesn't get a 100% clear result of the scanned ship?
I mean its just logical that u get a clear result if u are in the Optimal of the Modul.
For example there is the Cargoscanner and the Survey Scanner with a clear result so why is the Shipscanner the only Module with an unclear result?

Asking for a logical reason why an element of gameplay is how it is is pretty stupid.

How about simply because CCP want it to be inaccurate so you don't get to just 100% perfectly know what people are fitting.

Roleplay reason: Your sensors are interfered with by shield radiation, and other sensor jamming anomalies.
