WTB PvP Character - Frig/Cruiser/BC/T2 focus...(4-15 Billion budget)

Budget - 4-15 Billion...looking for somewhere in the middle of that, so just depends on the character.

I DO NOT WANT INDUSTRY SKILLS - i.e...if you're character has more than just a few SPs in industry, I will ignore your post, unless you want to remove said SPs from the cost of your character.

I am looking for Frig/Cruiser/BC size ships...some battleship skills would be fine, but a focus on the smaller ships is what I'm looking for.

Something with all of the frig/cruiser/bc (including T2) skills including weapon systems maxed would be like heaven...

T3 is optional but would be nice.

Show me whatcha got :)
