been getting this randomly on my lappy, mouse works fine for everything except camera control whilst space is "blackened".
using a Gate can fix it, Docking always seems to fix this.

This is only happening on my laptop (gtx660m i7-3630 12gig ram) my old imac does not have this problem.

Try pressing F10 for the map then press it again to close the map. That should reload your view in space. Works for me.

This works.

Interestingly when i tried using a stargate without doing that, graphically everything was fine on the other side, but I couldn't move the camera in any way. Even tracking cam wouldn't affect it.

Fortunately opening and closing the star map fixed that for me also.
