Do Ice Fields respawn after server maintenance or do they only spawn 4 hrs after it was mined?

4 hours after it is mined is my understanding.

I can confirm that Ice respawns after DT regardless of the timer in place prior to DT.

ex: Ice field depleted 30 mins before DT. After DT, ice field is active.

This has been occuring since the patch, as I have been taking careful note on depletion, DT and respawn times.
