leadership links and command ship bonus - vulture .vs orca, doesn't seem right?

I think I don't understand the the leadership bonuses somehow.

I have everythign maxed and a siege warfare mindlink in and in the vulture the 3 t2 shield links give ~32% bonus.
Those same 3 links in the orca give ~28%.

4%?

I have to be missing something (like a brain?). Can anyone help me understand that?

In your example, Vulture provides 15% more, exactly as it should with maxed out CS skill. What's the problem?

To those reading that might not have understood (ie, to make it explicit:

28*1.15 = 32.2

That % is of the boost, ie 15% of 28
