Steam created new account and put sub time on that

I paid for two months worth of subscription via steam and it just created this accouont and didn't allow me to try and login to my account that i haven't played on in over a year. All i wanted to do was have eve on steam since i'm coming back to play.

Petitions ignored for well over 35 hours now on both accounts. Seriously its time i bought, is this regular?

Yeah it seems that they changed something how steam logs in, so every payment you make is linked to an eve account that is created by your steam account. You can only add time to that one account steam loggs you in with.
Recently i made a 21 day trial acc for a friend an he wanted to upgrade it with the new steam starter pack, didnt work too. Now he has two accounts, one trial with some days remaining and a new full account with 30 days and is very disappointed by that system.

Can he do something to get that gametime on his 21 day trial acc? Via petition maybe?
