If they are under N3 control, or our blues and renters then you can.

But there are a few ex-RA or ex-SOLAR stations that are deadzoned into which no one can dock.

There has been a hiccup in the rentals it is being sorted there was a disgruntle director that went crazy everything will be back to normal soon.
