The ship system is good for making specialized things, but is horrible at making versatile things. Unless CCP makes a major change in how Tech 3 ships work, Strategic Cruisers will never work in the way people want them to.

Seriously, Mining ships can't fight offensively any better than a covops, so they have paid their dues in balance context.

Let the BLOPS bridge them, and see both sides benefit from expanded use, and everyone see more action.
