It would be exciting to implement a better ship tracking and chase mechanism to EVE so that even if a ship warps away to a gate or other nav point, if you’re in a faster ship you should overtake him mid warp and tackle him before he reached the gate. It would need to have a new ship tracking skill so that you can determine were the running ship is heading as well as slipping inside of a gate's warp tunnel if your close enough to him as the gate activates. While you’re in flight between systems in a gate jump you could detect the presence of the other ship but not implement any action as normal but since the chasing ship has slipped inside your gate tunnel he will not be hindered by the gate cloak that would normally obscure your presence in the system you arrived in. He could target lock you instantly de-cloaking himself and you and try to web/scram you. If you’re familiar with the systems your flying through you can out maneuver him by warping to opposite gates, or another nav point and hope he makes a mistake with the gate he chooses to warp to, or you can warp to a star base if there is one that will have you. Only friendly star bases will allow you to dock if under persute, opposing star bases will comply with your opponent to not grant sanctuary. I.E. if your Amar and try to doc in a Galente station your Galente chaser will have tagged you a being chased by him and prevented you from docking there by calling ahead.

To counter this, a ship that is being chased should be able to break out of warp between local system points (not within a gate jump) mid flight as long as the chasing ship was within some distance to allow a "warp tunnel disruption " due to the instability of two ship creating a warp tunnel event. the ship being chased would need to then take some time to reacquire a nav point to warp again to a gate or other nav point, but the chaser will need to react quickly as well because he will also fall out of warp but at a distance he will need to reacquire your position and begin to warp to you. If he stays close enough he can again determine where you are warping to and warp to that point as long as it’s not a personal book mark that is not a normal point of the local systems overview such as stations, gates, planets, moons, or belts. In that case your knowledge of the system will have thwarted your pursuer. Barring the before mentioned, if the pursuer is in a faster ship he should eventually get so close he can scram you and you’ll need to fight. If he is the same speed or slower you will eventually put enough distance on him that he will no longer be able to determine where your next warp point will be and lose you.

TL; DR

Ship you are proposing to make is called interceptor - they have 13.5 AU/s warp speed. They only problem is acceleration rate to reach max warp speed.
Everything else is already in-game too: scanning probes, d-scan, warp disruption spheres etc.
Ship that is able to see cloaked ships and target them on gates is simply OP and gamebreaking.

Not sure that is what OP intended?, reads like if the ship you are in is faster.. ie an Interceptor you can catchup/overtake and tackle the warping ship, dragging them out of warp before they even reach the exit grid.
