Don't do it in faction warfare space.

Don't do it in routes that go to null sec.

Do it in a system that has at least one NPC station.

Find somewhere quiet using the in game map.

You can see the quiet spots by using statistics options when map is open.

Easiest way to get JC's is to join EACS. They offer a free cloning service. You can be in and out within a few hours if you have infomorph trained up.

Just to spell it out: Estel Arador Corp Services. You join the corp, and the corp have amazing standing with a few places that have Jump Clones. You setup your clones, and leave before your personal crap standing affect the corp standings.

And to spell out more things: If there was a quite sector of low that had a free spot for a POS, you can bet that anyone who knew about it would either be using it, keeping it secret, selling it, or more likely, waiting for someone to come it and put a POS down so that their corp can siege it and get shiny kill mails. Anyway, once any quite section of low does get inhabited by people who just want easy profits via POS's, you can bet pirates are only hours away with their invasion

TL;DR, any quiet low is quiet because nothing is there. Once something is there, pirates will be there within hours.

You can re-dock immediately while the Clone Vat Bay is active. So you don't need a POS, just a convenient station with a decent sized docking ring.
