I've written this up in more details here: http://www.fuzzwork.co.uk/2013/05/31/mining-rights/

Short version:

Get rid of all the static respawning belts.
Rework Mining missions so they contain actual ore, better quality and quantities as the levels go up. The ore in these sites is restricted to the fleet of the person who took the mission, with people going suspect if they mine it. A fee, paid in ore, is needed to hand in the mission.
Anomalies are free for all (rogue asteroids, about to paste a station or planet, or a hazard to shipping)
Add an anchorable system scanner, for locating Ore signatures. Better scanners can be anchored in sov null and wormholes. In high and low, these can be 'claimed' for a fee, which adds the people going suspect if they mine it.

Reasoning:

Lore:
Governments love licensing things. Governments love revenue streams. So they're giving out the rights on ore in their systems.

OOG:
Static belts are dull and make little sense. Not fun game play.

No. What is wrong with you? "That's my asteroid, you can't have it! It's mine because I saw it first! If you try to take it, I'll shoot you!"

If this sort of terrible idea happened, with beacons handing "ownership" of all the ore in a system over to whoever has the most money, I kinda hope the New Order locks down every single system for a year. That'll teach you miners a thing or two about being grabby-handed green-eyed little children with no manners or respect for other people.

Kaboom.

You didn't read it, did you? Or just skimmed.

What I was saying was: NPC corps already have most of high locked down, so you work for them. it's only short lived signatures you can 'claim'.
