PI zoom scaling issue

There is an inconsistency in planet scaling that I think could use looking into. I will first explain this issue, then offer a solution.

Currently, links between structures on a planet use CPU and PWG based on the distance covered. This in itself makes sense. when you view a planet, the UI scales it to the same zoom regardless of the size of the planet. Whet this means, is that a small planet will look the exact same size as a planet 12x larger in the UI. This becomes an issue when the zoom and the size of the structures are based a set amount, so on the larger planet, you cannot zoom in more then on a smaller planet. This means when you put to structures at their minimum distance from one another, the "true" distance is not maintained between planet sizes. say on a 1km planet the min distance is 10km and that a link uses 14 CPU for that 10km. on a 14km planet, the UI will show that the min distance looks the same (10km) as the small planet, but the link will actually cover 140km and require more like 33 CPU. These numbers are not exact but represent the problem. If the min distance between structures is supposed to be 10km, then the UI should allow a "true" 10km min distance between structures on ANY planet size.

To fix this, either change the zoom and force the structures to scale according to the zoom, i.e. zoomed in more, structures smaller. or make the links CPU and PWG use the "apparent" distance instead of the "true" distance.
