Zor's Custom Navigation Hyper-Link is a cheap +5% implant. I take it it's not allowed in ATXI?

Suddenly just aren't entering this year. There are so many problems with this tournament it's unreal, and unfortunately CCP just seem to be creating this game where it's dominated by people flying cheap crap, with no implants.. Where's the fun in that? Those implants are there for a reason, removing their use was stupid.
