Are you allowed to harassment and extortion?

Today a corp are harassment and extortion the miner in a ice belt , and they demand miner must pay or they make suicidal attack to miners.

That is allowed?

So long as they aren't getting offensive, racial (as in IRL races, insulting Gallenteans is fine), or throwing out IRL threats.

"Mining Randoms" aren't uncommon and are legal.

You will rarely see gankers or extortionists getting that nasty. Their targets, however...
