Patch Skill Question Race/Type

I am trying to understand this June 4th Patch "Odyssey" and the skill changes. I started playing in 2006. I picked Gallente by race but I have been flying Caldari ships since 2006.

I have 7 million SP in Missile skills and I plan to fly a Tengu soon but I do not have the skills for those yet.

Am I to understand that after this patch because I am Gallente by race that I will be unable to train for the Tengu, Phoenix, or any other Caldari ship that is released in the future because they are Caldari ships and I do not have the level 1 skills for them yet?

Please clear this up for me because if this is true I might as well cancel now. I've been flying Caldari for 7 years even though my race is Gallente and if I'm unable to fly Caldari ships then what's the point?

TL;TR: What happens after this patch when I am Gallente by Race and I want to fly a Caldari ship I don't have the skills for yet?

You can still train for and fly any races ships after the patch.

Where did you get the idea that you might not be able to?

A friend told me that he had heard that if we don't have level 1 of a skill that was different from our origin race that we would never be able to train it. To be honest, it sounded crazy to me so I had to ask here lol

If you can fly it now, you will be able to fly it after the patch. As I'm sure you know, race has nothing to do with how you train, other than providing some starting skills. The biggest change that will happen in the new expansion is that the Battlecruiser and Destroyer skills will be split into racial variants of the same skills. Your current progress in both of those skills will be copied over to the new racial spaceship command skills.

Because third-hand rumor info is much much more reliable than Dev blogs or a quick search of feature posts.

Since the cessation of their usefulness is imminent, may I appropriate your belongings?

If you meet the new pre-requisites, yes. Nowhere in those pre-requisites does it require a specific race character.

I advise you to train Reading comprehension to lvl V, Common sence to lvl 3 and Rumor mongering to Lvl 0. If you are still having a hard time and still failing at life then not even the Gods can save you.
