Can't connect to Test Server

I am having issues connecting to the Singularity Test Server. When I use the launcher to log in, it just says 'Downloading Launcher Update" at the bottom and never brings up the client or updates. I have tried running the repair tool 3 times already and that doesn't work either. I have tried starting the EVE.EXE and that does not work. Please help!
