Beta Reactor Control: Shield Power Relay I :
Is Meta 4 has 16,0 TF CPU use and has they same passive shield charging as the tech 2 variant

Shield Power Relay II:
is meta 5 has 16,5 TF CPU

so both of these are basically the same only the tech 2 has meta 5 level and 16.5 cpu need,
and the beta has meta 4 but 16,0 CPU need.

so whats the difference next to those 2 things and why should i take the tech II over the beta or not ??

In some cases, meta 4 is just better than t2. As you've seen, this is true with sprs.

Hopefully a balance pass will be made on some of these items like they did with the meta 4 / T2 armor plating, making both useful for different situations.

on a related note, republic fleet tracking enhancers cost about 150 million isk but the only advantage they give is 0.5% tracking...

I should buy an Ishtar.

Yes the meta 4 power relay is better in every way than the T2 (except maybe cost, but I'm not sure, m4 prices have come down). Some are straight up better in every way including cost like medium meta 4 neuts, ecm.

Even higher meta levels are odd with some high meta faction stuff being worse than t2 in some ways.

Simple as that: you can manufacture T2 stuff, but you have to loot all of the meta4 stuff. (And nowadays there are more missioners not bothering looting). So quite often meta 4 things are much more expensive than T2 and also often better - power relays, target painters, jammers, sensor boosters...
Meta/faction stuff can help you with fitting issues, T2 is widely available and maybe slightly better in certain cases.
