I'd rather see a comprehensive rebalancing of capitals instead of this kind of solution, but it's not a terrible idea.

If we can have Cruisers with Battleship weapons, surely we can have Battleships with Dreadnought weapons.

Giving this to Cruisers when Cruisers (in one form or another) can already do almost anything in game is ridiculous. We just have too many Cruiser hulls as it is.

I think it should be a single ship. The Caldari have an ECM Battleship so maybe another race could have this.

In fact, I think it should be the "new" Tempest.
