New Scan Modules: Rigs/Modules diminishing return?

It's common for modules/rigs to have diminishing treated by the same way. But now, with the introduction of new scan modules, there is an issue.

First: Gravity Capacitor Upgrades

Quote:
This ship modification is designed to increase a ship's scan probe strength.

Second: Scan Rangefinding Arrays

Quote:
Increases the scan strength when scanning with scan probes.

Penalty: Using more than one module that affects the Scan Strength attribute will result in diminishing returns.

Possibly there should be diminishing for the rigging too?

There is already a stacking penalty in place for all modules and rigs that affect scan probe strength. The existing modules and rigs just don't list it properly.

One pilot said that Sister Core/Combat Launchers are stacked and effectively nerfed too, is that correct?

Yes that is correct. As of now, gravity capacitor rigs and faction probe launchers already have a stacking penalty, so the addition of t1 rangefinding modules adds a miniscule effect to your scan strength. Using t2 mods, however, has a much more dramatic effect as their 15% bonuses are added first in the stacking list.
