I have recently trained on the TQ server for Amarr carrier/supercarrier after the training requirements for Odyssey went into effect on the SISI server. Will SISI eventually eventually adopt the training from TQ, or will I have to train the additional skills on SISI?

If you want the skills this mirror, you must train them.

If you wait til next mirror, you'll have your TQ skills.

No, I don't know when next mirror is, and neither does anyone else.

Given the purpose of Singularity, I'd go as far as saying that our characters there could be set to "All skills V" at mirroring, or Singularity could have training times reduced to near-zero so that we can set skills as needed...

That's unlikely for a few reasons. First being developing special mechanics for the relatively few people doing testing is a waste of dev resources, since they could be used to develop things for the players on TQ. Secondly, it could drastically reduce the variety and usefulness of the testing info. Variety because there wouldn't be such vareity of different skill levels on the test server anymore and usefulness because most would be testing things they actually don't fly on TQ, so most test could come from scenarios that differ largely from their actual use cases. Thirdly, the skill system also needs to be tested. If it isn't the same as is going to be deployed TQ, there is increased chance of something really bad ending up in TQ. Finally, CCP can always gift players any skills they deem necessary for doing testing, so if there is an actual need for it, CCP already has the tools to do it.
