It's actually the exact opposite of that which caused the /PAE problems. It was mainly MS programs which had problems with it as MS had used undocumented APIs to boost performance of those programs; same problem (using the undocumented APIs in bits of code) was causing most of MS's major problem with exploits.

ISTR Exchange was the worst but that was basically an ongoing trainwreck for years, I still don't have enough confidence in it to expose it directly to the internet even now Lol
