Yes I just bought a 8.03 Caldari State/ 9.75 Caldary Navy fully trained trader with battleship combat skills for less then 4b. I will let my son mess around on some level 5 missions when I'm not trading and it will be 9.75+ Caldari State standings before you know it. Without the training this character is only worth like 6b max for the standings.
