+10% to DPS won't cure dead horse.

But Hail changes (no faloff penalty now!) grant 1333 DPS of pure turret damage at full range to PvE Machariel (x4 RF Gyro's and x2 5% hardwirings).

So, hybrid boost looks like projectile boost to me.

rail prot will only get 10% more damage though with reduced fitting might be easier to fit, but i don't fly a rail prot so dunno if there was fitting issues to begin with, so not too much of an improvement.

deimos is still diemost because even with a 300% damage bonus it would die before getting a shot off. Reduced fittings still don't allow 1600mm plate with neutrons and even if it did would still be too slow to use em.

Seems Diemost will still be Diemost, 4th mid slot maybe at winter expansion 2025 and more PG summer 2065

Rails Proteus will still suck, 10% dmg is not enough to make it interesting. The blaster version is still the only interesting one but you'll probably continue with the hard choice between web or cap injector, if you choose the web you'll destroy your pants each time you'll see minmatar stuff around (neuts) or amarr recons.
