Canceling Missions

What are the penalties for canceling a mission within the 4hr window is it just standing loss with the Corp aka Caldari Navy or does it lay a hit on the parent aka Caldari State as well?

You will get negative standings hit to your agent (more), his/her corp and a faction as well (less).
Its best not to reject missions, just wait it out, doing assigments for other agents.

I do it on occasion.. it generally will take you 3 to 4 missions to get back the standings you lost.

Hits standing towards agent, corp, and faction, in decreasing order.

Open you character sheet, click the standings tab, right click on a corp/faction, select show transactions.

faction: .0112%
derived faction: .0144%

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.

Just find another agent a few jumps out so you can run missions for that one till your time runs out... I decline all missions against the main factions so that's what I do. It's not worth the faction hit you'll get from declining missions.

pretty much this. Get multiple agents within a few jumps, and decline what you don't like. I have 4 agents in 5j which I do missions for, and 3 chars able to get missions from them. That's plenty of agents to decide which mission I want to do without having to decline multiple missions in a row.

Or instead of getting multiple agents, get your FACTION sanding up high enough to do level 4s.

You can do a mission if either your corporation or faction standing is high enough. Given how little faction standing you lose when declining a mission, you can decline missions many times in a row. The only catch is that your corporation can't go below -2.0 or you will lose access to the mission agent.
